Bathing season 2020 

The Regional Council Resolution n.623 of June 8th, 2020 establishes that the bathing season, understood as the period in which the coastal marine waters of Emilia-Romagna are used for bathing and the related analyses are carried out to protect the health of bathers, is set from 13th June to 13th September 2020.

The Legislative Decree 116/2008 (c.1, Annex IV) provides that, just before the start of the bathing water control period, an "additional" sample (defined as pre-season) is taken to ascertain the hygienic-sanitary conditions of the marine waters.

The Emilia-Romagna Region has recently adopted the extraordinary bathing ordinance n.1/2020, approved with DPG/2020/8885 of 21/05/2020, which integrates and replaces the bathing ordinance n. 1/2019 only as otherwise provided and is in force until 31/12/2020. With this document, the Emilia-Romagna Region has established the methods of access and use of the beaches and coastal marine waters, in the context of preventing the spread of the COVID-19 virus.

Bathing water monitoring is entrusted to Arpae Emilia-Romagna, which carries out:

  • scheduled samples, taken according to the schedule established by the Emilia-Romagna Region, sent to the Ministry of Health before the start of the bathing season;
  • any additional samples in case of non-compliance according to the legal limits;
  • the extraordinary samples eventually requested by the Local Health Authority to ascertain the suitability for swimming in the event of situations of danger to the health of bathers;
  • microbiological analyses (Escherichia coli and intestinal Enterococci), performed at the Daphne Oceanographic Structure Laboratory in Cesenatico;
  • monitoring to assess the presence of toxic algae (Ostreopsis ovata) and cyanobacteria, as established in the Istisan Reports no. 14/19 and 14/20, at the Daphne Oceanographic Structure Laboratory. 

As regards the microbiological parameter "Escherichia coli", for the first time this year, an analytical method will be implemented which allows to have the result in 24 hours, instead of 48 hours.

In the event of non-compliance of the analyses (exceeding the limits set by current legislation), the Laboratory promptly notifies both the Local Health Authorities and the territorially competent Municipalities, for the timely adoption of actions , including the temporary prohibition of bathing, up to the first additional sampling, carried out in the following days, which has given results in compliance with the legal limits.

The marine bathing waters along the Emilia-Romagna coast identified for the 2020 season are 97 in total. The monitoring point is set within each bathing water where the greatest presence of bathers or the highest risk of pollution is expected.

The classification, carried out on the basis of the analyses carried out in the 4-year period 2016-2019, is of "excellent" quality for 89 bathing waters, "good" for 5, "sufficient" for 2 and "poor" for 1, according to what is contained in the DGR 2179 of 22/11/2019 of the Emilia-Romagna Region.

The pressure factors indicated in the relevant profiles have been defined for each water, as required by the standard (Legislative Decree 116/2008, art.9; Ministerial Decree of 30 March 2010, annex E) and available on this site in the detail page of the individual waters.

All information relating to regional monitoring of bathing water is published on this website with which the Region complies with art. 15 of Legislative Decree 116/2008 and whose contents integrate the information which, pursuant to the aforementioned article, is disseminated by the municipal administrations, which in particular is responsible for managing the signs to be affixed in the immediate vicinity of each bathing water with regard to: delimitation of the sections not used for bathing and therefore permanently prohibited, delimitation of the sections affected by temporary prohibition of bathing, information on the main characteristics of each bathing water.

In addition to other information relating to the monitoring of bathing water, the website reports:

  • the analytical results in the detailed pages of the individual waters, accessible by clicking on the interactive map, for the entire monitoring period;
  • seasonal bulletins (pdf format) relating to each sampling date, accessible on the Seasonal bulletins page;
  • information on the suitability of coastal marine waters for bathing, in addition to the preventive management measures decided by the competent Authorities (proposed by the Public Health Department and adopted by the Mayor), which provide, as a precaution, the temporary temporary ban bathing on the occasion of significant rainy events involving bathing waters affected by the activation of drains. The list and text of these pre-season ordinances will be viewable in the "Regulations" menu under the "Topics" section of this website, as soon as they are available.
  • the analytical results deriving from the monitoring of Ostreopsis ovata and Cyanobacteria;
  • the Report "Quality of bathing water in the Emilia-Romagna Region 2019" and those of previous seasons;
  • all microbiological analytical data from 2000 onwards, downloadable in csv format in the Data archive section.

At the end of the 2020 bathing season, the annual Report with all the information relating to the results of the samplings and the 2017-2020 classification will be published.


Bathing in internal waters

In the whole territory of Emilia-Romagna there are no internal waters identified as waters destined for bathing, so monitoring for the protection of bathers´ health is not carried out on the rivers and lakes of the region.
